What we do
The Business Services Division is committed to supporting the El Paso Independent School District by providing services, systems, and infrastructure, and an environment that is transparent, financially responsible and operationally efficient and effective, while supporting strong foundations for student learning. The following departments comprise the Business Services Division:

- Financial Services
- Food and Nutrition Services
- Procurement and School Resources
- Risk Management
- Treasury Services
The chief financial officer oversees and supports the initiatives of the Business Services Division by providing leadership, vision and resources to these departments.
Pursuant to Texas Education Agency guidelines, the Superintendent is required to formally adopt a District’s administrative procedures manual. The Administrative Reference Guide Framework, along with manuals, handbooks and Quick Reference Guides (“QRG”), is, collectively, considered to be the Administrative Procedures Manual, or APM, as required by TEA, in order to provide reasonable assurance that EPISD will comply with all federal, state, and local fiscal and grant requirements and maintain adequate internal controls. To ensure districtwide administrative procedures are developed and changed as needed, the Business Services Division assists all departments in the development and maintenance of their respective Administrative Reference Guides (“ARG”). These ARGs are located at www.myepisd.org.
In November 2016, the District passed a historic bond program in the amount of $668 million. The Compliance and Job Cost Accounting Manager, in the Business Services office, ensures 2016 Bond expenditures are accounted appropriately. In addition to the 2016 Bond program, the CJCAM also manages the capital project funds accounting for the District. 2016 Bond information can be found at www.episd.org/episdbond2016.
